In April 1954, Breuer created preliminary presentation drawings for a private apartment complex in Baltimore, MD. Six three-story buildings contained apartments of various sizes, ranging from studios to three-bedroom duplexes. Breuer developed three building variations and met with representatives of the developers, Gorn Brothers, Inc., the local building authorities, the Federal Housing Administration and an insurance company during the summer of that year. They suggested changes to the design, including reducing the size of the apartments and eliminating the projecting staircases of the A and B designs. Breuer was optimistic about his ability to make the necessary changes, but the project never got built.
