Marcel Breuer and Associates partnered with Nolen and Swinburne to design the headquarters for the Housing and Home Finance Agency (HHFA), which later became the Department of Housing and Urban Development (HUD). Breuer utilized an updated version of the double-y shaped office building that he first developed for the model of the Garden City of the Future in 1936. Massive, faceted double piers support ten floors of office accommodating 5,000 employees. The nearly identical office floors feature exterior walls consisting of interlocking load-bearing precast concrete panels. Breuer placed service cores containing elevators, stairs and bathrooms between the arms of each forked end. Additional granite-clad stair towers project from the termination of each wing. Breuer included a small garden on the reverse of the building visible from the cafeteria.
