After World War II, The Federal Housing Administration initiated a program to encourage the construction of veterans' housing. The housing was to be built by private capital but guaranteed by FHA mortgage insurance. Breuer developed preliminary plans for approximately 500 apartments and community facilities on 13 acres in Englewood Cliffs, NJ. Two complexes of four-story buildings containing stacked duplexes ringed playgrounds and communal gardens. Breuer sent descriptions of the plan along with cost and revenue computations to the FHA, but the project foundered due to FHA objections to features of the design and the difficulty of raising the necessary private equity.
